The University’s History

The history of Taraz State Pedagogical Institute begins with the origins of the institution. It has passed the periods of formation, development and prosperity and it is an educational institution with high scientific and technical potential and is closely connected with leading higher educational institutions of many foreign countries.

The opening of the Zhambyl Pedagogical Institute was connected with the lack of pedagogical personnel in the schools of the region. The decision of this issue was successfully completed by the opening of the institute in 1967.

In 1967-1968 academic years, according to the plan of the Ministry, 400 students were admitted to the Zhambyl Pedagogical Institute. 250 of them  for the full-time department, 150 for the distance learning: for the specialty "Russian language and literature" – 100, for the specialty "English language" – 50, for the Kazakh and Russian groups of the specialty "Mathematics" – 200, for the Kazakh and Russian groups of the specialty "Physics" – 50 students.

The first students were trained in the building, specially built for the Pedagogical specialized school named after Abai. Now in these buildings there are Pedagogical Faculty and Faculty of Natural-science.

The first rector of the institute was Candidate of Philological sciences, former head of the  regional  department of education M. M. Abzhanov. And the post  of  the  pro-rector  was  fulfilled  by Candidate of Physical and Mathematical sciences K.Abdygaparov,  secretary  of the party organization of the institute and head of the Department of Marxism- Leninism, Candidate of Historical sciences, Associate Professor Sh. Adilov, dean of the Faculty of Philology was senior teacher Zh.K.Ospanov, dean of the Faculty of Physics and Mathematics was Candidate of Technical Sciences, Associate Professor K.K. Konakbaev, head of the administrative and economic department was Z.M. Mukanov.

The first teaching staff laid the foundation of the Zhambyl Pedagogical Institute: Candidate of Philological sciences, head of the department S.F.Vasilenko, Doctor of Philosophy, Professor R.I.Muzafarov, Candidate of Technical Sciences, Associate Professor Sh.Adilov, S.T. Tamaev, S.K.Dosybayev, I.M.Pak, A.Makashev, S.Besinbayev, E.T. Tokareva, V.Z. Ismagulova-Kuleshova,

D.M. A.Ospanova, G.N. Kaimekin, Қ.M.Mamytbekov, A.Kh. Kassymova, E.A. Tereshenko, R.Myltykbayev, A.Yumashev, G.K. Zhunisova.

In 1968-1969, the work  was  taken by experienced specialists such as N.S.Sarybekov, K.E. Khon, K.B.Boleyev, A.G.Shukanov, N.S.Sivkova, R.A.Sadykbekov, Z.Zh. Zhanabayev, T.B. Kurenkeev, T.T. Taubayev, Zh.A.Abdullayev, A.N.Nauryzbayev, I.G.Maksudov, T.Absembetov, A.S.Madyraimov, T.K. Iskakova.

On August 15, 1969, by the order of Minister K. Bilyalov, the rector of the Zhambyl Pedagogical Institute named after 50th anniversary of the October Revolution was appointed Turdalin Kuandy Baishymyrovich (1969-1974). In the years of the leading of K.B. Turdalin, the material base of the institute was improved, and the students’ hostel was commissioned.

For linguistic specialties language laboratories were equipped, mathematical, physical, and chemical offices were opened in the buildings of the Institute, about 12,000 doublet books from other libraries were opened in the library's fund, a 20-seat reading room and a subscription section were opened.The scientific  foundation was formed from several dictionaries and one encyclopedia of the Russian language. The head of the library was Masina Nina Sergeevna, the first 300 readers were served by the librarians M.T.Turarov, S.P.Piunina, and in the 70-80s the library was headed by A.V. Khabarova and there were 23 employees (N.A. Khalilova, N.F. Kadyseva, T.V. Gnatenko and etc.). In 1985, the book fund increased to 170,000 copies and the library moved to a new academic building. There  were  3  reading  rooms, a subscription department, 3 cathedral libraries, and more than 3 thousand readers served annually.

The main aim of the rector was along with the improvement of the material and technical base of the institute, raising the scientific level of the teaching staff. The ministries supported his idea, and initiative young specialists were involved.

Therefore, during the years of the institute management by K.B. Turdalin, young specialists were sent to the postgraduate study, internships, retraining courses, creative vacations, and scientific conferences in the central cities, business trips, and correspondence department of postgraduate study.

The Candidate of Historical Sciences, the senior lecturer and pro-rector Yuriy Pavlovich Kiselev supported K.B.Turdalin in his leadership.

In those years came to the institute many experienced specialists: P. Radionov, Z. Abdibayev, P. Sagymbekova, S.Aldabergenov,    O.    Zhumashev,    B. Sarbaev, T. Ponedelko, G. Krasina, K.B.Baedilova, M. Zhumabayev, K.K.Nagmetzhanov,   Zh.Zhumabekov and talented youth: O.Salimbayev, V.Nezdemkovsky, A.E. Kulymbetova, etc. These specialists, who made a significant contribution to the prosperity of the institute, are now Candidates and doctors of sciences.

We would like to especially note the work of Yesirkepov Onlasyn Karabayevich, who directed the youth organization of the institute. During this period, the activity and performance of students were increased. And as a result of such achievements, most of the people working in the educational and other spheres of the region and district are our graduates. One of the graduates is the first Hero of Labor of Kazakhstan – Ayagul Torekyzy Mirazova.

In 1975-1984 the time of prosperity of the institute, in all spheres of activity and development of scientific potential the post of the rector of the institute was successfully performed by the Associate Professor, Candidate of Physical and Mathematical sciences G.B. Seidenov.

In those years, the pro-rectors were Candidate of Philological sciences, Associate Professor S.F. Vasilenko (1975- 1980) and Candidate of Technical Sciences A.F. Rogulkin (1980-1984).

It  was  during  these  years  that  were opened new specialties (art graphics, two languages:  English-German)  and  due  to this  the  plan  for  admission  of  students was increased. Together with the students of the correspondence department of the institute, the number of students exceeded 2000 people. The students' progress was 90 percent, and the average score was 3.9.

In 1984-1986 the institute was headed by the world-famous scientist, great mathematician  of  Kazakhstan,  Doctor of Physics and Mathematical Sciences (1978), Professor (1983), and academician of the National academy of  sciences  of the Republic of Kazakhstan (2004) M.O. Otelbaev. Pro-rector of teaching and educational work was Professor A.G. Shukanov, pro-rector of science – Professor Zh.K.Bodanov.

In 1985, Professor M. Otelbayev, for the first time in the city of Zhambyl, organized a city intercollegiate scientific seminar "Functional analysis and its application" on the basis of the Pedagogical Institute. Nowadays a city-wide scientific and methodological seminar known throughout the republic has been successfully continuing its work for more than 30 years under the scientific supervision of Professor M.B. Muratbekov.

Currently on the basis of a scientific seminar was formed the scientific school of Professor M.B. Muratbekov.

About 20 Candidates and Doctors PhD were prepared. In the 1985-1986 academic years, on the initiative of the institute's rector, Professor M. Otelbayev at the regional boarding school named after. A.

S. Makarenko (the current Kazakh-Turkish boarding school), were opened special physics and mathematics classes.

In these years the departments "Kazakh language and literature", "Physical training" were opened.

In 1986-1991, by the order of the Ministry of Education of the Kazakh SSR, Professor  B.K.Damitov  was  appointed to the post of the rector of the institute, A.G.Shukanov, Zh. K.Bodanov and V.S.Li fulfilled as pro-rectors.

In the 1986-1987 academic years the first students were admitted to the specialty "Informatics". Then was established the department "Informatics and methods of teaching Mathematics". The first head of the department and organizer was the founder of informatics at the level of the region Candidate  of  Physics  and  Mathematics, Associate Professor B.Muslimov.

In 1988-1989 academic year, due to the training of primary school teachers and kindergarten teachers was opened the Pedagogical Faculty.

From 1991 to 1996, the rector of the institute was Candidate of Philology, Professor, andcorrespondingmemberofthe International Academy of Informatization Shukanov.

Over the years, the scientists of the institute have reached great heights. N.S. Sarybekov, V.A. Kim defended their Doctoral dissertations on Pedagogics, M.B. Muratbekov defended by Mathematics. And O. Salimbaev received a referral to the Doctoral program of  the  Academy of  Sciences  of  Moscow.  In   addition, the institute opened the graduate school of "Pedagogics", "Mathematics", and «Literary Studies", thus, teachers and young specialists had a great opportunity to study science.

Among the best graduates o

f the institute, many were sent to study to the United States; Great Britain by  the "Bolashak" program, in the same time at the institute opened the college for foreign youth. More than 20 Turkish youth were taught in Kazakh and English.

In 1996 dueto the optimization of higher education institutions the Pedagogical Institute became a university. Taking as a basis the Zhambyl University, which meets all the requirements for universities, a state university was established in the city of Zhambyl on the basis of the unification of three universities. The rector of the new  university  was  appointed   Doctor of Technical Sciences, Professor U.K. Bishimbayev.

As an educated specialist, a qualified leader, U.K. Bishimbayev made a significant contribution to the development of educational-scientific activities and the material-technical base of the institute. And one of his contributions – the university was given the name of the historical personality M.H. Dulati. He went to India and Pakistan with a special group, took part in the restoration of the mausoleum of M.H. Dulati, and then built a monument to M.H. Dulati in front of the university.


In 2001, the post of rector of the University was appointed Doctor of Law, Professor A.E. Bekturganov. Despite the fact that the pedagogical institute was part of the university, it retained the status of the institute.

At the end of 2003, the President of the country N.A. Nazarbayev signed a decree on the preparation of teachers for rural schools to open state pedagogical institutes in five regions of the country. Thus, in the former Zhambyl, the present Taraz, the State  Pedagogical  Institute  regained  its status in 2004.

In 2004-2009, the institute was headed by the Doctor of Pedagogical sciences, Professor, a member of the Kazakh Academy of Education named after Ybyrai Altynsarin M.N.Sarybekov. The post of vice-rectors was performed by  Doctor of Pedagogical sciences, Professor O. Salimbaev  and  Doctor  of  Philological Sciences, Professor, S.Zh.Tazhibaeva.

TarSPI has become a basic institution of  higher education with  training  and experimental platform  for the training of teachers of a new formation and introduction of  pedagogical innovations, and scientists of the institute are developers of a model of a teacher of a new formation. The Institute had 6 faculties: philological, ethno-scientific, historical- geographical, creative  specialties, pedagogical, correspondence education and  the  number  of  chairs  reached  24. More than 6000 students were trained in

29 pedagogical specialties; more than 50  masters  continued  their  education  in 10 specialties, 10 Doctoral students, 30 graduate students and more than 100 applicants from various regions of the country conducted research on Pedagogy, History, Mathematics and Philology.

In 2004-2009, were opened the departments of "Chemistry and methods of teaching chemistry", "History and methods of teaching history", "Geography and Ecology", "Basic military training", leading the training of teachers of chemistry, history, geography, ecology, basic military training.

It has become a tradition to conduct an international scientific and practical conferences such as "Pedagogical innovations in teacher training", "Training of teachers in the context of introducing competence education in schools" and "Zhas-Galym", the scientific and practical conference "Realization of the State Program for the development of education in the Republic of Kazakhstan for 2005-2010 in the system of higher and postgraduate education ".

During this time, the number of students-winners of republican scientific conferences, competitions and Olympiads has increased. Thanks to the winners and prize-winners of the international and national Olympiads and sports competitions, the Institute's name sounded from a high  rostrum. In  2008 – 2009 academic year students of the institute became winners of republican Olympiads in 9 specialties, proved high level of education quality, this year was a successful for the institute.

A graduate of the former Zhambyl Pedagogical  Institute,   who   worked   as a teacher, head of the department, pro- rector and formed a kind of scientific school Mahmetkali Nurgaliyevich Sarybekov supervised the scientific works of Candidates and Doctors of science. He is the author of more than 300 scientific papers, 16 monographs and manuals, the head of relevant and innovative projects and a prominent public figure.

In 2010, Doctor of Historical sciences, Professor A.B. Abdualy was  appointed to the post of rector of the Taraz State Pedagogical Institute. Pro-rectors were Doctor of Pedagogics, Professor R.S. Amandosova, Doctor of Philosophy, Professor S.Zh.Tazhibaeva, Doctor of Pedagogy and Professor O.Salimbaev.

In these years the Pedagogical Institute passed a new stage of development. The number of students increased sharply, a large number of state grants were allocated.

Due to this four new educational buildings were connected to the four educational buildings. All the educational buildings, dining rooms, hostel have undergone major repairs, the territory of the institute has been arranged well, the House of Students has been transformed. The computer base has been strengthened; the library fund has been updated and replenished.

A   multilevel   continuous   system of training teachers and scientific- pedagogical personnel has been  formed on the next steps: bachelor's – master's degree – postgraduate study – doctoral studies. A regional center for professional development of the education sector has been created.

In the period of  special  attention to secondary specialized vocational education was opened the College "Culture and Art" at the Institute. The number of talented youth attending college exceeded 800 people.

The work of A.Abdualy, who spent all his strength and knowledge, accumulated experience on the development of the educational-methodical, scientific and material-technical base of the institute was fairly estimated by the state. Thereby he got many state awards.

On September 17, 2010, the institute signed the Great Charter of Universities among 30 Kazakhstani educational institutions in Bologna. Thereby Institute has shown that supports the main principles of the Bologna process: academic mobility, autonomy of universities, academic freedom, the integration of education and science, etc.

In accordance with the program  of the President of Kazakhstan Nursultan Nazarbayev "Social modernization of Kazakhstan: 20 steps to the Society of General Labor" students who entered the 2012-2013 academic year, conducted disciplines "Local history", "Bases of Acmeology" and "Law of Kazakhstan". Taking into account the opportunities of students to choose teachers, innovative technologies and interactive teaching methods began to be applied.

The staff of the Institute successfully passed the second stage of institutional accreditation in the Kazakhstan Agency for Educational Quality Assessment. They became the owner of the certificate of the French agency AFFNOR ISO 9001: 2008. Along with the increasing participation of teachers and students in the program of internal and external academic mobility, distance learning technologies have been introduced into the teaching process.

In 2012, Taraz State Pedagogical Institute successfully passed accreditation in the Independent Kazakhstan Agency for Quality Assurance of Education and received a certificate of institutional accreditation of December 27, 2012.

In accordance with the order of the Ministry of Education and Science of the Republic of Kazakhstan, in the framework of multilingual education, the institute was included in the list of institutions creating specialgroupsinthespecialties "5B011400-History", "5B011100-Informatics". Thus, the question of implementing joint educational programs with foreign partner educational institutions has found its continuation.

The main priorities of the policy of training specialists were the  urgent problems of   fundamental and applied research, including 12-year education, the formation of highly qualified teachers, activating the research direction in philology, pedagogy, mathematics, physics, biology,  chemistry,  psychology and specially established scientific centers.

Therefore, the research direction of the institute is based on the solution of these topical issues. In this  regard, a comprehensive program "TarSPI  in rural schools" is implemented, providing educational and methodological and scientific advisory assistance to rural schools.

On March 15, 2012, the institute successfully passed accreditation as a subject of scientific activity. This provided an opportunity for scientists of the institute to take part in competitions financed by the science committee of the Ministry of Education and Science of  the  Republic of Kazakhstan. Thanks to this Professor

M.B. Muratbekov, Associate Professors A.Ibrasheva and A.Mazhibaev conducted research work in the framework of research projects on the basis of republican grant financing.

Following the results of the Kazakhstan Independent Agency for the Assessment of the Quality of Education, the TarSPI ranked among the best four of the country's pedagogical universities in 2012.
