CONCEPT OF ACCREDITATION

Law of the Republic of Kazakhstan "On Education" provides for a system of state and public accreditation:

16) accreditation of educational organizations - the procedure of recognition accreditation body of appropriate educational services to established standards (regulations) accreditation in order to provide objective information about their quality and confirm the presence of effective mechanisms to improve it (paragraph 16 is stated in Law of the RK from 24.10.11№ 487-IV (entered into force after ten calendar days after its first official publication);

1. Accreditation of educational organizations on a voluntary basis. Educational organization is independent in choosing an accreditation body.

2. The decision on accreditation or refusal of accreditation of the accrediting body is taken as a result of consideration of applications of educational institutions and the documents submitted  the list of which is determined by the accreditation body.

Terms and dates for accreditation determined in the contract onaccreditation between the organization of education andaccreditationbody.

3. The accreditation body conducts institutional and specialized accreditation in accordance with its standards (regulations) accreditation.

4. Accreditation of educational organizations is carried out at the expense of the organization of education.

5. Organizations are eligible to pass national and international institutional specialized accreditation bodies accrediting entered in the register of the authority.

 

Glossary

Accreditation- the process by which the government, non-governmental or private body evaluates the quality of the institution as a whole or its individual program to formally recognize their respective certain predetermined criteria or standards. The result of this process is usually the assignment status (the decision "yes / no") recognition and sometimes issuing business licenses valid for a certain period of time. The process may include a self-assessment and external evaluation. Theprocessnormallyincludes 3 stagesofspecificactivities:

- The process of self-organized faculty, administration and staff relating to all activities of the institution or individual program. The results of self-assessment are set out in the report which                         is taken as a basis for standards and criteria for the accreditation body;

- Visit the University that runs a team of experts selected the accrediting organization. During a visit to the University, they conduct interviews with teachers, guidance. The result of this work is a report including conclusions and recommendations of the commission;

- Evaluation Commission of the facts based on established quality criteria and the final decision on the accreditation is communicated to the University and the relevant authorities.

Types of accreditation. On the structure of accreditation is divided into:

- Institutional accreditation - accreditation of the entire university including all of its educational programs, resources and teaching methods.

- Specialized accreditation - accreditation of individual structural units or programs (e.g., training) "specialized" accreditation bodies accrediting agencies or programs that use specific standards for course content and training programs.

Accreditation status: formal recognition given to high school or a separate program that they meet the relevant standards and requirements established by the accreditation agency at regional, national or specialized level.

Portfolio accreditation: Collected evidence achievements in certain matters especially in relation to the educational standards. This activity is carried out or approved by the organization or by external experts.

The Accreditation body: Government, non-governmental or private educational organization of national or regional level that develops standards and evaluation criteria and conducts peer review including a visit to the University estimated by experts to verify whether these criteria are met. It is authorized to confer official status and sometimes licensed individual Universities or programs after the data structural units successfully withstand the assessment procedure.

 

STATE AND INDEPENDENT ACCREDITATION

The purpose of the passage of the State of accreditation - receiving institution of state guarantees (government grants for training, benefits, deferred, obtaining a state diploma).

- Demonstrate commitment to quality educational services and training;

- Increase the competitiveness in the Kazakhstan market of educational services;

- Protection of the right to education abroad and the international labor market citizens of Kazakhstan;
